New Mexico Primary Care Association & Behavioral Health Providers Association of New Mexico

The New Mexico Primary Care Association (NMPCA) represents 19 member organizations that operate 160 primary care, dental, school-based, and behavioral health clinics. NMPCA is collaborating with the Behavioral Health Providers Association of New Mexico (NMBHPA). In New Mexico, current value-based contracts range from full risk agreements to targeted population health agreements with incentive payments based on meeting quality measures. Through its 1115 waiver, NM has contracted with MCOs to meet the requirement that a significant proportion of payments to providers be under value or quality-based incentives by January 2019.

New Mexico is at the vanguard of integrated primary care and behavioral health. This leadership in integration is a result of state policies that have shifted behavioral health care first to an out-of-state entity and then, more recently, to the state’s CHCs. The membership of NMPCA is also developing a Clinically Integrated Network (CIN) to support contracting for value-based, integrated medical and behavioral health services.
