New York State Council for Community Behavioral Healthcare & Community Health Care Association of New York State 

The New York State Council for Community Behavioral Healthcare (NYS Council) and its counterpart PCA, the Community Health Care Association of New York State (CHCANYS), together serve 70 FQHCS and 100 community-based behavioral health organizations. The NYS Council and CHCANYS will position their provider members to help them meet value-based requirements established by the NY State Roadmap for Medicaid Payment Reform, which require that 80-90% of all Medicaid payments from Managed Care Organizations are at least HCP-LAN Category 3A (with at least 25% as HCP-LAN Category 3B or 4). The NYS Council and CHCANYS both have extensive experience on topics related to value-based payment. New York is currently participating in the CCBHC demonstration; together, the state and the NYS Council are committed to moving the CCBHC demonstration towards value-based payment.

Both grantees will prioritize primary care and behavioral health integration, both at a policy and practice level, and seek to address barriers, including a lack of funding, that impact providers’ ability to fully integrate services in New York State.
