To assist behavioral health finance and accounting staff in preparing for the transition to value-based payment and care, the Delta Center hosted a series of webinar trainings on Understanding Your Costs in an Evolving Payment Environment. The 4-part webinar series focused on behavioral health examples in the following sessions: 1) Cost Allocation – Getting the Basics Right, 2) Preparing Internal Systems for Gathering Cost Data, 3) Cost Allocation Methodology for Value-Based Payment Systems, and 4) Utilizing Cost Data to Drive Programmatic Change.
Speakers from Oakland Community Health Network, the public community mental health center and public Medicaid specialty health plan for Oakland County, Michigan, share their experience of utilizing an outcomes-based payment model for behavioral health services. OCHN also shares lessons learned for community mental health centers in other states that are pursuing similar types of payment models.
The Delta Center for a Thriving Safety Net held a fifth convening for state primary care associations and behavioral health state associations participating in the State Learning & Action Collaborative. In lieu of our originally scheduled in-person convening, this event was a virtual forum for grantees to share actions and challenges related to changing policy and care in response to COVID-19.

As behavioral health providers continue to adapt service delivery and operations in response to the COVID-19 pandemic, financial management and sustainability are increasingly areas of concern. To support providers in navigating these unprecedented times financially to sustain operations, the National Council for Behavioral Health, with support from the Delta Center for a Thriving Safety Net, provided a COVID-19 Financial Response Strategy ECHO Series. This three-part series provides guidance on financial/operational strategies for remaining financially viable during these trying times.

These webinars were facilitated by Capital Link, a national, non-profit organization that specializes in helping health centers improve operations and financial management.
Megan Haase, FNP, Chief Executive Officer of Mosaic Medical System, shares Mosaic’s experience of participating in multiple payment reform efforts. Mosaic Medical operates a network of Federally Qualified Health Centers throughout Central Oregon, and is a participant in the Central Oregon Coordinated Care Organization (CCO). Mosaic also shares lessons learned for health centers in other states that are pursuing APM-type base payment reforms. Participants hear about changes Mosaic has made as a result of participating in three-layered payment model for Medicaid patients, and its results for patient care.
